FIFA president Sepp Blatter today labelled penalty shoot-outs "a tragedy"
and challenged Franz Beckenbauer to come up with an alternative.
Two major tournaments last season were decided by shoot-outs - Chelsea's
Champions League triumph over Bayern Munich and the African Nations Cup
when Zambia beat Ivory Coast.
Beckenbauer, honorary president of Bayern Munich, is also head of the

BERLIN - Germany's medical association has adopted a declaration
apologizing for sadistic experiments and other actions of doctors under the
Nazis.
In the statement adopted earlier this week in Nuremberg, the association
said many doctors under the Nazis were "guilty, contrary to their mission
to heal, of scores of human rights violations and we ask the forgiveness of

FIFA President Sepp Blatter has called on Germany's World Cup winner Franz
Beckenbauer and his panel of football experts to try to come up with an
alternative to penalty shootouts to settle drawn matches.
Blatter was speaking to delegates at the FIFA Congress on Friday less than
a week after Chelsea beat Bayern Munich on penalties to win the Champions
