CNBC.com and Reuters MIKE BLAKE / REUTERS Charter Communications has made an offer to buy Time Warner Cable in a cash and stock deal. Charter Communications sent a letter to Time Warner Cable proposing to buy the company, Charter said Monday in a press release. Charter proposed to buy Time Warner Cable for about $61.3 billion, or $132.50 a share, Bloomberg News reported.
