NEW YORK, Feb. 11 (APP): The U.S. military has revised plans to withdraw troops from Afghanistan to allow the Obama administration to wait until President Hamid Karzai leaves office before completing a bilateral security pact (BSA) and settling on a post-2014 American troops presence, according to a report in The Wall Street Journal.
